Notice on Implementing "Guidelines for the Classification and Labeling of Degradable Plastic Products" by China National Light Industry Federation

In order to promote the implementation of the "Opinions on Further Strengthening the Control of Plastic Pollution", further strengthen the control of plastic pollution, establish and improve a long-term management system, and improve the labeling system for degradable plastics, under the guidance of relevant state ministries and commissions, the China National Light Industry Federation has formulated and released "Guidelines for the Classification and Labeling of Degradable Plastic Products" (Zhongqinglian Comprehensive [2020] No. 284).

Relevant product manufacturers, sales companies, retail supermarkets and catering companies and other user units, and related units are requested to carry out product identification and procurement in accordance with the "Guidelines for the Classification and Labeling of Degradable Plastic Products", strengthen label management, and conscientiously implement national governance. Annex 2:

Specification guide for the classification and labelling of degradable plastic products

(trial)

In order to promote the implementation of the "Opinions on Further Strengthening the Control of Plastic Pollution", further strengthen the control of plastic pollution, establish and improve a long-term management mechanism for plastic products, and improve the labeling system for degradable plastics, these guidelines are specially formulated.

1. Scope

The guidelines stipulate the classification and labeling specifications of degradable plastics, and are applicable to labeling management in the production and circulation of degradable plastics and products.

2. Product Definition and Classification

1. Definition

(1) Definition of degradable plastics

The degradable plastic mentioned in this guideline refers to the degradation caused by the action of microorganisms existing in nature in nature such as soil, sandy soil, freshwater environment, seawater environment, and specific conditions such as composting conditions or anaerobic digestion conditions, and completely degraded into Plastics that form carbon dioxide (CO2) or/and methane (CH4), water (H2O) and mineralized inorganic salts of the elements it contains, as well as new biomass (such as dead microorganisms, etc.).

(2) Definition of biodegradation rate

During the aerobic biodegradation of the test material, the organic carbon in the material will be decomposed into carbon dioxide. During the test, the cumulative amount of carbon dioxide produced is continuously monitored and regularly measured. The actual amount of carbon dioxide produced in the test is compared with the carbon dioxide that the material can produce The percentage of the theoretical amount is the biodegradation rate.

2. Degradation performance requirements

The biodegradation rate of degradable plastics should be ≥90%, and the content of heavy metals and specific elements should meet the requirements of Table 1.

3. Classification of degradable plastics

Since degradable plastics have different degradation behaviors in soil, compost, ocean, fresh water (rivers, rivers, lakes) and other environments, according to different environmental conditions, degradable plastics are divided into: soil degradable plastics, compostable degradation (Including traditional compost and yard compostable) plastics, marine environment degradable plastics, freshwater environment degradable plastics, sludge anaerobic digestion degradable plastics, high solid anaerobic digestion degradable plastics.

3. Degradation performance detection method

The degradable performance test methods of degradable plastics are divided according to the degradable environmental conditions, as shown in Table 2.

4. Identification and requirements

Degradable plastic signs are divided into text signs and graphic signs.

1. The text mark should include:Product type (resin, masterbatch, special material, film, sheet, box, cup), according to product standard or degradation test method standard, product name (degradation environment condition + specific product name), product specification (length, width, thickness , weight), material, etc.

②Logo meaning

The logo is a green smiley face pattern with an arrow circle, double "j" (the first letter of degraded Pinyin), material abbreviations (such as PBAT, PLA, PBS, etc.), six degradable environment names, national standards and product names. Its meaning is to achieve the purpose of complete degradation without polluting the environment under the corresponding conditions through the use of degradable plastics. The recycling circle with arrows shows that degradable plastics can also be recycled, recycled, and reused, even if they are leaked into the environment, they can be completely degraded and absorbed by the environment. jj is anthropomorphic and adopts the structure layout of small on the left and big on the right, reflecting the design concept of taking care of the environment by everyone from the young to the old.

 

③Specifications of the logo

The appropriate size of the logo should be determined according to the size of the product. If the logo needs to be reduced or enlarged, the proportion given by the logo should be complied with. See Appendix A for the style specification for degradable plastic signs.

 

3、Labeling requirements

The logo should be marked on the product body, such as the bottom, outside and other obvious parts; if it cannot be marked on the obvious part due to the influence of function and appearance design, it should be marked on the outer packaging of the product. At the same time, it should be indicated in the product manual.

The logo color is mainly green color (R73 G106 B1) given by the guide; when the product is inconvenient to use the guide color, you can choose the appropriate color (mainly black and white) according to the product, or the product's natural color.

Marking of the logo may be by molding, printing, embossing, branding, or other methods of marking that are legible and indelible.

The marking should be clearly visible, not easily worn, and should not impair the performance of the product.

Degradable Plastics Marking Styles and Specifications

The degradable plastic logo pattern and size are shown in Figure A.1, where A is the center of the text and pattern to determine the location and size of the entire logo content. The size, coordinates, Chinese and English fonts and colors of the logo are shown in Figure A.1.
